Windsor is a borough in York County, Pennsylvania, United States. Size - 320 acres. It was established in 1905 and was named for Windsor, England. It was formerly named Windsorville. The population was 1,474 at the 2013 census.

Pet Ordinance - Borough Ordinance #4-2016 states the following:

  • Maximum number of household pets or domestic animals shall be no more than 8 within a dwelling or on a residential property. This includes cats, dogs, chickens, rabbits, goats, etc. Residents who currently own more than 8 pets cannot replace a pet if one dies.

  • Tethering of Dogs – Residents are reminded that dogs cannot be tethered outside more than 30 minutes if temps are 90 degrees and above or if a severe weather warning has been issued by the National Weather Service. Also, dogs must have adequate shelter/ shade and clean drinking water within the tethered area. The tether must be of the type that will not easily entangle a dog.

  • Dogs in the Park – For safety reasons, dogs are not allowed in the park. Citations will be given to owners who allow their dogs in the park. Residents should contact the Animal Control Officer (911 or 717-542-2620) if you see dogs in the park.

  • Dog Waste: It is against the law to allow pet waste to be left on your property. Always carry bags with you when walking your dog so you can clean up and properly dispose of pet waste. Violators are subject to receiving a citation from the Animal Control Officer.

  • Dogs Running Loose – Dogs must be kept under control and supervised at all times when outside, whether in your yard or walking in the Borough. Owners who allow their dogs to run loose are subject to a fine. This is for the safety of your dog and residents. Residents need to call the Animal Control Officer (911 or 717-542-2620) if you see a dog running loose.

  • Trick or Treat Night for Windsor Borough:
